- – The scope of the project.
- – The operator(s) who are responsible for implementing the Stormwater Pollution Prevention Plan.
- – Potential sources of stormwater pollution at the construction site.
- – The measures that will be implemented to contain on-site pollutants and prevent them from being carried off-site in the form of runoff during storms.
Any construction site that disturbs one or more acres, or is part of a Larger Common Plan of Development as regulated under the Texas Commission on Environmental Quality (TCEQ) Construction General Permit No. TXR150000, is required to develop a SWPPP and obtain permit coverage.
- 1. Develop a Stormwater Pollution Prevention Plan (SWPPP)
- 2. Prepare your TCEQ TXR150000 authorization by completing a Small Site Notice or Notice of Intent application and submit it to the City of Austin.
- 3. Implement your SWPPP by installing the proposed erosion and sediment control plan and posting all required notices
- 4. Schedule your preconstruction meeting at austintexas.gov. The City of Austin requires an on-site preconstruction meeting to ensure that temporary erosion and sediment controls are installed and consistent with approved plans.
- 5. Conduct the required inspections and perform maintenance on any deficiency items found during the inspection

- 3. Residential projects need to upload a SWP3 Summary Form and a copy of their TCEQ TXR150000 authorization to their MyGovernmentOnline Account. All other projects will need to upload a SWPPP and TCEQ authorization to their MyGovernmentOnline Account.
- 4. Implement your SWPPP by installing the proposed erosion and sediment controls plan and posting all required notices.
- 5. Schedule your preconstruction meeting with Travis County Environmental Quality. An on-site preconstruction meeting is required to discuss construction activity requirements and to ensure that temporary erosion and sediment controls are installed in accordance with approved plans. Residential projects are typically exempt from the preconstruction meeting requirement.
- 6. Conduct the required inspections and perform maintenance on any deficiency items found during the inspection.

It can include one operator or many operators.
Example: A subdivision is being developed. You are building homes on 2 acres, another company is clearing 3 acres in the next phase, and a contractor is excavating another 0.5 acres for a pond. In this case, the total area that would be disturbed is 5.5 acres. As a result, each operator would be subject to the requirements associated with disturbing 5 or more acres.
“Construction” refers to actions that result in a disturbance of the land, including clearing, grading, excavating, and other similar activities.
It also includes “construction-related activities,” areas that support the construction project such as stockpiles, borrow areas, concrete truck washouts, fueling areas, material storage areas and equipment storage areas. Construction activities that do not disturb land, such as interior remodeling, generally do not require TPDES or NPDES permit coverage.
